The main functions of Gujarat Urban Development Mission (GUDM) is to provide technological support; financial assistance for different projects in urban sector; raising funds from Government of Gujarat, Government of India and other financial institution; co-operate and collaborate with national and international agencies, Department of State Government; review and monitor the ongoing projects and to develop urban leadership a, capacity building of ULBs and Garib Samruddhi Yojana (GSY) , Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana (SJMMSVY), Amrut & Smart City Mission.

The Gujarat Urban Development Mission (GUDM) as a State Level Nodal Agency (SLNA) for the purpose of A / S interalia, perform the following functions:

1. Assisting the ULBs/ Parastatal agencies in the preparation of DPRs and in training and capacity building
2. Appraising projects submitted by ULBs
3. Obtaining sanction of State High Power Steering Committee(SHPSC) for seeking assistance from Central Government under Amrut / Smart City Mission
4. Managing grants received from the Central and State Government
5. Releasing funds to ULBs either as grant, or soft loan or grants cum loan
6. Managing Revolving Funds
7. Monitoring of physical and financial progress of sanctioned projects and ensuring receipt of utilization and completion certificates
8. Monitoring the implementation of reforms as committed in the MoA
9. Submitting quarterly reports to MoUD/MoUEPA
10. Submitting Project completion reports through the State Government
